While I doubt they would do anything about it there are actually studies that show customers buy more when provided with less choices. The store is a cluster mess. This would be a huge game changer for dedicated developers I can only dream!
They already do it in a way with the subscription fee. Also paying for a better rank is what people do anyway by advertising and marketing.
