Have you looked into www.gamesalad.com before?
You could use gamesalad, since it is intended to be used by those with out knowledge of programming. If you want to keep rights to your game look for a programmer, GS will want to publish and control your game. You can read more about it here - http://toucharcade.com/2010/10/18/gamesalad/
If you just want to bring the game to life, GameSalad could be a better deal depending on how complicate the game is.
