actually I like that idea, you should put him on a roof, kinda like the stocks in ye olde days, and make unstick me not work and have him wear a oink dress. Then he could be stranded there for x hours or days

You should try to reason with them. Like go to them and say "Stop or be jailed". If they resist, then jail them. Or appear on a building nearby and use your popularity to get everyone to come to you and not block entrance.
I woukd say about 75 percent of the blockers are just bagging to get jailed, they are seriously sayin gplease jail me or lollipops a -insert explitive here- or just plainly jail me.
