According to RobTop, he's submitting 2.1 in a few days. Apple stops reviewing on the 23rd-30th, so he's trying to get it out beforehand, which he might do if he's getting it out in a few days. The thing is, he might be keeping it a secret that it has been submitted like (I believe) he did with Meltdown.
