He isn't. Me and trexotronic were on stream and he said he can easily code in a button to do these things. All of the functions required are already there.
I know how to make a Red Orb if RobTop doesn't make one in 2.1 Take a Custom Orb, set it to activate the number "1", Color it red with the Pulse trigger and put a red jump pad with the number "1" and "2". Put a deactivated Alpha trigger at "2" (just for the people don't see the pad) Put a Toggle trigger at the start of the level with an "1" deactivated. Profit When you touch the red Custom Orb, the pad will activate (but will be invisible) and give you higher jump

The 13 stars is confirmed, I asked robtop yesterday on stream. Go to the wiki and check out what's new while you can, I am monitoring it. Also, it was never confirmed that robtop would change difficulties. The information was pretty much proven false.
