I've heard of the level 'Nine Circles' and this might sound stupid, but what exactly is a "Nine Circles Level?"

 

Well...
Nine Circles is a level made by Zobros that is mainly red. It became famous for it's epileptic wave.
Then SuperPizzaLuigi made FairyDust, a remake of NC but purple, then Softable made a yellow one...
And eventually people started to make remakes of NC in different colors.
That's it.

TL;DR version: A NC level is a level that has a similar style to/is a remake of NC.
