The car you unlock is the fastest and most damage resistant car in the game (besides, of course, the police cars).

Maybe this is the last one you're looking for. You have to go up, there is the wheel.

I don't remember where the others are... You best search the entire map. Not with a helicopter cause if you're flying too high, you can't see them.

I just found the final wheel, and it said that the new car would spawn along with the other cars, but I've been driving around for about 20 minutes trying to find one. So far I haven't found one though. Has anyone else had this problem?
It's strange because I remember before I found all surfboards I occasionally found some random jet skis even though I hadn't unlocked it. Now the opposite is happening.

 

They dont spawn a lot indeed, but you best drive around the rich places and hotels. They spawn more in that area than somewhere else.
