Are you trying to find a police helicopter? I found it! And theres only one, its on top of a gun shop near the bottom of the map. You have to climb onto the dustbin in the alley and jump onto the metal stairs which lead you up to the top of the building. There should be a giant 'H' with no helicopter on it. Walk to the narrow edge of the roof and turn back, there should be a police helicopter with a rapid fire machine gun unlimited ammo to shoot while your flying it. Hope that helped!
