Ok I can confirm that the "Offer not available" can be bypassed with a VPN. Just tried it out and got the credits for the US only apps. The 4 apps with the description "Download and START" don't work for me, I can't get credits.
With VPN fire, what I did was shuting the VPN down as soon as I am redirected to the app store. about the no credits problem, it must be something with the apps, because I got the points for robinson but not for 2 other apps.
Oh oh, getting the white screen of death... Been nothing, just a white screen for a little bit, hope nothing is wrong and that it is just routine maintenance. Edit: Now saying, Chasing down paid apps be back shortly...
