Vaporware, is like a tech demo or a game "in development" which never comes to release. Until recently, Duke Nukem Forever was vaporware. It's like a ghost. It's there, but you'll never actually see it.
To be more specific, vaporware is software that is announced for the sole purpose of keeping competitors from working on similar products. This was a standard practice of Microsoft in the 90': they would catch wind of a cool piece of software from a small developer, then announce a nearly identical product "coming soon". The small developer would invariably lose funding ("you can't compete against Microsoft") at which point MS would swoop in an snag the company for a song. I guess it's possible that a major game publisher would engage in similarly unethical behavior. But for the most part what gets called "vaporware" in gaming isn't really. Long delayed projects are usually a case of overreaching ambition (Duke Nukem) or lack of funding.
