Wow... an in-game frame count for each move would be awesome! I remember fumbling through 8-way-run and Tekken Zaibatsu to find which moves are guaranteed counter pokes and launchers.
Yes it would. I keep bringing up Injustice Gods Among Us, I am seriously hooked on it especially now that they released scorpion in there. But anyways, basically Injustice offers every frame detail in the move list. From its damage, to Start up, to recovery, to the + and -(ses) when blocked and by how many frames would it be on + and - For better understanding, take a look at the pic in the link below (its hi quality picture as well) so should be very easy to read the frame data.
