I was able to purchase the DLC now, unlike last night. I did have the game crash a couple of times while trying to click the check box to actually purchase each DLC.
They have a PlayStation vita port, so Id figure theyd have assets from that that could scale better to the iPhone

The reality of the iOS gamer ecosystem is that no, it absolutely is not worth the effort. I hate to be that guy, but you really need to give up the dream - you have no context for how much money a remaster requires, especially for an indie studio with limited resources and budget. It's more than art, it's a significant UX redesign for the smaller screen among other performance optimizations. I can absolutely guarantee you that Darkest Dungeon would not make that investment back in sales, the game is too niche to justify it. :\

Is there a way to purchase something that does not work on a decice one currently has? I would buy this for $.99 to have just in case it ever works on phones or I buy a new iPad. The App Store will not let me buy it b/c it will not work (which is good) but $.99 is worth it even if I never have a device for it.
Good question. I have never tried before. The following is something you might want to consider though it could be very messy. Purchase it through iTunes on your computer. Then it should be in your library to download whenever you upgrade your iPad. The problem you might have though is if you have the latest iTunes, as far as I know, you cannot enter the App Store. I have ver 12.6.0.100 iTunes and that allows apps and games purchases. You would need to remove your current iTunes and search for an earlier version download online. I just checked and there are some sites still offering old iTunes versions.
Really hard to tell as a lot of updates are specific to the device, either mobile or pc. But patch dates would suggest that the iOS version is indeed up to date with the pc version. Also all dlc is available on the iOS version. I would try and contact the developers via email though in an attempt to get the correct answer.
