      I know for a fact Gameloft published Siberian Strike and didn't develop it.

      They also published (but didn't develop Age of War (or whatever it's called) and Rogue Planet.

      The game must be very good/well polished to be published by big names (Chillingo, ngmoco, etc.)

      Gamevil doesn't publish games other than their own (mostly the same case with Gameloft).
