His name is fukunaga(ふくなが)。Should be 福永 written in Kanji. pukunyaga is a somewhat lovely way to read it. It's Japanese language culture.
Swirly Climb Got a handy hint for this one and got it within 20 launches over a coffee for breakfast. Also, I don't think it is absolutely random but ties in with the side to side movement on the shredders. I am going to go back to other shredder levels and have a closer look, there may be the faintest possibility of an extra point.
