I don't think they're that similar aside from both games having a cooking mechanic. I've known Layton for a long time, he's not the kind of dude who'd just straight up clone a game. Definitely feels like a natural progression for Layton from Puzzlepops! That and its Halloween iteration were fantastic puzzlers, but IMO lacked that certain je ne sais quois in presentation. That's been rectified (IN SPADES!) with Campfire Cooking. The puzzles are engaging and challenging (as always), but there's just this warmth (pun intended?) to the overall feel of the game.
