Nothing about this app requires anything in 3.1.3. It's a good concept, if it really is more accurate than the other apps I've tried (which give values that seem to randomly jump by increments of 10% or worse), but you're not doing yourself any favors by forcing users to install a firmware update which has such a generally poor reputation.
