What is the best program to use for gameplay similar to Golden Axe but with higher quality graphics like Zombieville. I have concept art (still on paper, haven't traced onto any computer art program in case they doesn't work well with game program but I can easily modify the work to fit).

Easiest way to put it is Castle Crashers art, movement plane and somewhat general idea of the combat (basic hack and slash melee combos, have other weapon system). Not really thinking of making a clone but more of a beat em up with inspirations from CC and others of the genre.

    Thank you in advance.

    EDIT: Maybe Unity?

Im sure I read Zombieville was made in Unity but have you read their price list?
    Edit: I strongly recommend Cocos2D

I used to love playing Golden Axe at the arcade when I was a kid! The kind of game you're talking about shouldn't require a 3D engine. Cocos should work just fine.

well, i also used to play golden axe a lot, but where is the sense in making a golden axe clone if its totally the same. there are amiga emulators and on epay you can get real amigas for cheap money (infact i have 3 different standing right here :D )

so if you want to go a dimension further, do not forget to give a look to sio2 (free)

    oolong (free)

or shiva, commercial but lot cheaper then unity ( i prefer to use commercial engines, because if you're under tight budget, you gonna need someone who gives you support ) :

Another vote for cocos2d-iphone here, it's an amazing framework - very easy to use and performs very well.
I'd recommend it to everyone who wants to develop a 2D game.
