    Second Amendment

Gains 60% to Stun and the starting cooldown is removed if the agent has Lasercutter equipped.
Catastrophic attack that applies Weakened and Dizzy to all enemies

Two round cooldown and starts Cooled Down
Does not stun unless equipped with Lasercutter (which is for gold only).

So only the STARTING cooldown is removed? Once you use it the two round cooldown still applies?

I thought so because I won it in the spin last night and tried it out with laser cutter and the start cooldown was removed but after that the two round cooldown applied. Not sure about the other two items in the set they don't give much defense attack stats and have only tried them in PVE and agent got killed easily. Might replace the other two weapons in the set with a couple of other things.

    Open to suggestions.

    I like Rescue.

Yeah, to finish this Spec Ops we need him and Union Jack, right? Gonna cost me some real money I think.

I don't think I would use any of the Stark weapons without having all of them. Most of the time (Hotshot / Signpost being the glaring exception) set weapons aren't worth it without all of them. Giving up a useful slot to have Stark Resilient so you can use Lasercutter on the first turn seems like a waste to me, when simply using Scroll could remove that shield as a quick action and then you can still attack, right?

I would rather have the stun on the first turn then the laser. Can use the laser 2nd or the spin weapon with bleed and burn.

What im thinking is qj, scroll, laser, and the stun weapon. Either way im going to almost always use the weapon 2nd round so it really doesnt matter to me.

Any recommendations on good retaliation weapons, eg. If targeted will get a shot in etc?

Depends on your level and what you have already.

If i was going to make an all counter agent it would be this:

The Knight... Protects and counters with radiation.

    Sabertooth's Claws ... Bleed 2x with Ravage

Thunder Strike (my main attack)... Counters anyone one with static... And then gives static to others.

Souldrainer... Has phoenix rebirth. That has good damage.

What you really want and need is preemptive strike weapons and or characters that will attack/defend prevent/nullify an attack which is much better than sustaining damage then returning serve.

Rescue prompts attacks and absorbs damage thus nullifying an attack.
Union Jack is awesome. He preempt attacks melee, ranged and defense units and attacks them just before they attack. So I call Rescue & Union Jack my Preeempt Strike Force and will call on them as needed.

Preempt is the next best thing to stun because they can kill an enemy.

Then there are those green weapons I don't know their name but they occasionally preempt an attack.

Return serve or counter weapons are not as good as preventative and preemptive weapons in my view because preempt can kill an enemy before they strike.

I find the best weapon I've come across is Blade of the Guardian. It doesn't always counter but counters often and is powerful. I've always had a lot of wins and success when I've had it equipped.

Playing around with the Second Amendment in PVE got 3 stuns! Absolutely stunning!! Pun intended.

I had a really good spec ops. I spent 50 gold in the spin to get Second Amendment. I calculated that I would have had to buy iso to keep coming back and all the time involved was not worth it. Its worth 64 gold. The Ram I won in the daily spin first spin and bought laser cutter. Not using the entire set though because I want to equips Quantam Jumper and defensive spear. Next PVP is going to be really annoying with Rescue.

I'm really happy with where I'm at. I've finally acquired a fantastic arsenal except for. 1 or 2 items I want and got most characters with many lvl 12.

I bet pvp will start before everyone has rescue... And she wont be that high of level ither then people doing iap hacks to get her at level 12.

Then next pvp she will be very annoying.

Good to know that 2nd A works good. Have you tried pratice in pvp?

I used the emerald prism on Rescue in the epic boss battle. She became nearly indestructible. I see the Ascroll making a big come back in pvp, otherwise if you use the emerald prism on two characters you will be tough to beat.

Not tried PVP practice yet but Union Jack. & Rescue make a great Preemptive Strike team.
Rescue does the defending/healing while a Union Jack attacks pre-emptively just about every attack.

With Rescue you've got a terrific level upping team which can level up even the weakest heroes I had a lot of trouble levelling up some heroes so I left them but now with Rescue she makes it a breeze with her healing and defending!! Great girl. No wonder she's rated as one of the best.

Awesome, got Second Amendment (no respin) and Sword of the Baron this morning. Good day for the roulette! I think I maybe have to buy Laser Cutter now, since I'll get the whole set, and go for a fully offensive agent.

Thinking about PVP meta... There will be lots of tacticians between the power armor and Rescue (and probably Red Hulk). With Rescue and Scroll now, having lots of debuffs won't be as effective, so hitting hard and avoidance will be key. Since Union Jack may get some play and with all the tacticians, a Bruiser will be good. So maybe a fully offensive Inf agent, Rescue and someone like Herc or Juggernaut? Or maybe the return of Hulk?

I had been saving up ISO-8 for a long time, waiting for a Spec Ops that I really wanted to tackle. But even having over 400, it didn't last long. Anyone have a good strategy other than just waiting for gifts or rewards? Can I win it in PVP or regular missions?

Also, when are we going to get a COLLECT ALL REWARDS button?!? If they can do it for the gifts, why haven't they done it for the rewards yet?

What do you mean saving up? ISO-8 doesn't carry over from spec ops to spec ops. Just use the respins and land on 1000 ISO it's the best way to go.

Second Amendment hits HARD. Testing in PVP (I don't have Lasercutter, waiting until the last second so I can keep leveling up) and I'm doing big hits with this thing. About 1/3 of total health on a team at my level. Great.

Well before I started this spec ops I had over 400. Where did it come from if I've never done the respins? Is there any other way to collect it?

At the start of each Spec Ops you're given a free 550 (or 500?) ISO. You use that, plus more you get from spins and such, to complete the Spec Ops.

Trust us, there is no carry over. Each Spec Ops has a unique color of ISO which is only used for that single event. It then goes away.

You get ISO from daily bonus spin, from friends and there's a chance to get some from deploy missions. You can get a total of 65 daily if you only get those from Allies and Rewards.
