Are all of Ubisoft's other apps in Japan? If so I'd say you have nothing to worry about. And hah, yeah...strange situation.
You're correct Japan gets plenty of good games And some the rest don't get I'm sure it will be out in Japan when it's out for everyone else.
Don't get too excited as the previous version was boring and bland, no doubt they updated it some but it won't be much. Just my opinion from playing it for a few months.
Detailed impressions? Is it repetitive? Does it compare at all to console versions (length of play, story, etc)?
I played the soft launch version for quite awhile and I really dug it even with all the F2P schenanigans. Yea, it wasn't "console quality", but it was pretty damn good IMO. I'm looking forward to playing it again.....with all its premium schenanigans.
If you had the soft launch version of hitman sniper you shouldn't have had to purchase it again unless you were using a different ID. I downloaded the soft launch version with my Canadian account and i didn't have to purchase it again when it released worldwide.
I'm actually curious to see what they changed. Seems like you can freely move between areas instead of the mission based stuff according to the description. The gamecenter bug made me lose my hours of time in the game along with the soft-launch exclusive Black Altair outfit although

It's apparently still only out in India, so if your previous version was New Zealand or Australia or something, even if you logged into those accounts an update won't show up until the game is officially released in that region. So in other words, you probably just gotta sit tight and wait like the rest of us
