That's about in-app-purchases (buying virtual items), so payments that require real money. I don't think that portraits to the nitro/handling boosters since they are paid for with virtual currency (credits). They need to do it for IAPs but that could be as simple as list the changes in the description in the AppStore, so it doesn't need to be a personalized message that pops up a week before an update is released.

There is some ambiguity with the term "commercially reasonable," which is meaningless beyond the discourse and practices of corporate jurisprudence, but as you point out, the subject of the clause is "fees," which seems to pertain to real money (and not virtual currency). Moreover, posting the increased costs in-game, whether these costs are real or virtual, may already satisfy the conditions of commercial reasonableness -- a notion whose definition we are not currently privy to. That said, I, for one, appreciate ZMX020311 taking the time to review GL's TOS. Your efforts, sir, benefit us all.
So, I got a prompt claiming that the ME-412 and '15 Mustang are now available. I think whoever comes up with these push notifications does not understand how these new cars are handed out...

Boosters and Nitro cost? I have a few free nitro and boosters left. Once I use them, can they be purchased with credits or only real $?
The booster that fills up your nitro bar at the start (7,500 credits) and the booster that improves the handling (10,000) are available to buy with credits. The credit doubler and the the one that adds another nitro-bar are only available for $$$$$$$$
ONLY AVAILABLE THROUGH THIS PACK. Yeah. Let's see if it only means that they aren't in any other car packs. It very well might mean that they won't be available for credits, only in the $100 pack They also have been added to the garage with a "Buy now" button that sends you to the store/car pack. Something they didn't do in the previous update when new cars had been introduced.
