Don't know anyone could not "update completely", but for the heck of it, I deleted the app and reinstalled. Arctic is definitely not there.
Texas - Siberia - Tibet - Peru - Arctic. Can't miss it. Should be there. Could it be that it is still locked for you? I had to play Peru-20 once more to remove the Arctic chains. What version do you see in Credits (Main menu - Settings in the upper left corner)? Mi Amigo shows v1.4
Yuri, I think you have to raise to limit of the total leaderboard. It appears to be limited to 80000 which is not enough now with Arctic. And I see that Arctic has no leaderboard. Also, being curious, since I updated to iOS7 two weeks back, several games have problem updating their leaderboard(s) but your game is fine! Thanks for that! But what is your secret to make it work? Maybe other devs can learn from it.

Thanks for the tip. We raised the limit of Total score lederboard to 100.000. Leaderboard for Arctic and new achievements will be in the nearest update! Soon!
Yeah, I did it by cranking to the left. Can't wait for the Arctic leaderboard to go live...need some motivation to improve my scores!
On a random try I managed to rotate the wheel without losing the balloon. 886 now! Good! All levels with both ballons!

iCould seems to be the problem. I had removed the game from my iPad and reinstalled it. I already downloaded 1.4 to iTunes. But doing it again, I saw it was 1.3. I even went to updates in the app store, but it did not show an update. So I deleted it again, installed from iTunes, and was 1.4 and Arctic was there. Thanks!
