You have to have a US iTunes account in order to be able to use promo codes at the moment, I'm afraid. I don't know why Apple haven't made them available for other countries; I'm sure there are certain laws and regulations that have to be followed in different places, but it's coming up on a year since they introduced promo codes; you'd think they'd have sussed it out by now.
