Yeah, I think it would be a great idea to give money to a website so they can 'give you it back' via PayPal. Just go for it, get screwed over and then learn from your mistake and not fall for these obviously false con-sites ever again.
I've seen versions of this site that genuinely do work, in fact I've been getting a percentage of my money back for online-purchased goods for years now... but I've never seen one for apps. The way it works is the websites are on commission to sell you certain goods, so for each sale they make they earn money, and then pass on a percentage of that back to you. I don't know how it'd work if they're promising to give you back the full amount spent though... the majority of these things are cons so I'd find someone else to check it out first.

I applied earlier today, and I haven't gotten anything yet. I can't see this being a scam if they actually give $2 to everyone who applies. If it is a scam though, I don't see what they're getting out of it, unless theres some catch they don't tell you about, and they rely on people who don't know any better. I'll keep you guys posted though.

The most likely scenario, they are trying to scam the App Store rankings. Probably, hoping to get paid by shady developers to guarantee them a certain number of downloads to push them up the charts.
