I hadn't experienced this lockout since the iPhone 4 era. Time to get a new device or stick to the old backlog (probably the latter). He replied he had no access to devices on lower versions and he wanted to make sure it'd work on current devices before trying other iOS versions. Another reason is when apps are signed with the latest versions of XCode, support is limited by default, or something along those lines (I'm not 100% sure of this but a dev said I'm kinda on the right track about it), especially if developers aim to make use of more modern features only available in recent iOS versions/devices.
