You can swap any tile to any place and need to match-3 tiles in three groups: energy, people, military First group provides energy, second replenish life, third is attacking Kaiju, using energy. But remember, you have only three moves during first phase. When you defeat kaiju, it’s level goes up. I suggest you to defeat every lvl 0 and lvl0 kaiju to unlock all special weapons, which can be deployed on the field and can be of great help. I highly recommend this game it’s a great one. And anyone that knows me, knows my fondness of finding exploits for hilarious play conditions lol. Apparently your health only goes down when the kaiju destroys people tiles, so playing in a way to minimize those you can essentially make sure you never take damage.
