A friend of mine was stuck on the very same level for a while but he eventually got an 18 multi-hit so it is very much possible (think you need at least 14 for success). Wait for a flock of birds to pass by and take out as many of those as you can. If you're really skilled you can even bounce the cow off of a bomb to take out more birds from the cow getting more air (but that's not necessary to get 14).
