I would argue that isn't true. This one has a career mode, race mode, online race mode, and a major graphics upgrade. Gameplay is mostly the same if anyone is wondering. I'm enjoying it.
Those are all variations on the same gameplay, which you admit yourself. I would argue that no one who played the first and didn't like it said "You know what? If this had a career mode, or the frustration of competing with other people, it'd be totally great!"
I want to like this game so bad but I was never able to wrap my head around the 'shortcuts' mechanic from the first one. I can never tell where to jump off the track and 80% of the time I seem to choose a bad spot, even if it looks like a good shortcut at first. I thought I could still have a good time ignoring that mechanic altogether, but it seems like you need to take lots of shortcuts to win the race missions. If you were good at the first game, you'll have a great time with this one though. There is so much more to do, and it makes the first one look like a demo in comparison.
