I was a little skeptical after the introductory level but I soon found that the game developed its mechanics, puzzles, and enemies well. Graphics are good, but a little busy; you have to work a little to find out what is part of the background items or actually useful. Other then that the game looks quite nice. Don't be fooled by the early levels; the game uses its mechanics in constantly changing ways making every level feel fresh and surprising. Controls are on the whole good but can feel like they lack precision sometimes. Sometimes certain locations can feel a bit 'walky', where there is quite a large area to explore and some backtracking required. The story is intriguing, if a little bit predictable, but it keeps the player interested and manages the momentum of the game well, popping up when you least expect it. RULE 16 is a very good game, balancing its puzzle, action, and story elements to create a cohesive, original experience that can feel a little cluttered sometimes, but is definitely worth the small price. Definitely get it if you like any of the aforementioned genres!
