I had the same issue many times. App store fail for sure. Uninstall the app and hit the "buy" button to download again for free and then write the review. Thanks in advance.
Although I removed the app from iTunes and pushed buy button again on my PC, things are not changed at all.... can't still write a review now....
Sorry to hear that. App store having too many problems these days. Did you try it from iTunes in Mac/PC?
Yes...I use only iTunes program on my PC (Win XP 3) for download and review. and then, I sync my apps to my devices.(iPad and iPod Touch 4) I had already reported this issue to Apple, and still waiting for apple's good answer...I think there aren't easy solutions from Apple.

I've been trying for the past few days to review this great game, but I always get the "...you must have purchased or downloaded it first" error. I've tried to remove it and "buy" it again without success. I've tried to post the review from the iPhone's App Store and also from iTunes. No success either. Don't know what else to do.
Having the exact same problem for the review. Tried everything but to no avail. Anyway, I've emailed my review to the developer to verify that I've indeed written the review.
