In the AppStore you can either price for maximum downloads or know your audience and price accordingly. Slitherine (and Square Enix for that matter) choose the latter. It doesn't have to be the greatest game in the world, it has to be an excellent game for the players they're targeting. Slitherine makes hardcore strategy games for a niche audience; their players understand what they are getting and are willing to pay a premium price. There's no way this game would turn a profit at a casual-premium price point, and to repeat my mantra, game development is not a charity. Worse yet, casuals who grow frustrated with a game posessing a deeper layer of strategy than Clash of Clans would take it out on the developer in the form of 1-star reviews.
