The atmosphere is charmingly, playfully, comically epic, the writing is acceptable and occasionally even funny (even if the game has a tendency to ramble), the turn-based battles have some elements of strategy to them, there are quite a few progression elements (equip characters, improve ships, build pirate haven), the semi-open world allows for a limited sensation of freedom, and the city-building adds a nice meta-layer and wider perspective. The actual content (when not obstructed by the ineffective UI) is accessible, casually fun, good for short bursts, and not without hooks. However, a in-depth TBS this is not. I didn't expect it, but I hoped there would be a small untamed beast hidden beneath the pixel graphics and light-hearted atmosphere (kinda like how the Ravenmark games might not look very sophisticated when you just see units move and attack and use the rare ability, but how the wealth of stats, importance of positioning, terrain elements, unit interplay and cooperation, and the resulting tactics, lead to a deceptively deep strategic layer). S&C rarely goes beyond move, attack and the occasional ability, and prioritizing targets (who, not how or when) is as intricate as it gets. (I should add that I find it hard to enjoy any TBS that is not at least on a par with FFT, XCOM, Demon's Rise, etcetcblahblah.
