FWIW, it will be impossible to give Naval Tactics the exact same love and attention that SO has enjoyed for two (almost three!) years; my time is now split between working on SO updates, new products (Starbase Annex and Starbase Orion 2), and, yes, NT updates. After NT was released, I worked on a (rather large) SO update for the start Starbase Orion's League Season 2. And created Starbase Annex. Now I am turning my attention to the update for Naval Tactics. At some point I will need to let public demand drive which game gets the most attention, but that is neither here or now. If there is any doubt that you'll get your money's worth, wait for the updates and improvements before jumping in. Move these cards to claim territory which in turn grants further resources next turn. Combat is simply a matter of comparing values of cards involved in the clash. Combatants simultaneously pick what they take out (equal or less value to the combined value of the player's fleet in the contested space). So no card draws, no randomization in combat, and no tricky cards.
