It's not a quick and dirty translation hackjob, it's a very thorough localization of an incredibly dialogue-heavy game. I'm currently in chapter 5 of the PSP version (picked it up last week) and it's quite clear that an immense amount of time and effort went into the localization. All that to say, it's not a matter of "there's an English translation already available, why the eff won't they put it in?" since the translation is owned by a different publisher, and it's also not a "well, why don't they just do a quick new translation?" because it's a pretty incredible undertaking.
