In the past few weeks I'd say the top games are: Inotia 2 Red Conquest Labyrinth 2 Driver Stair Dismount Angry Birds Hook Champ Probably forgotten a load though... Oh, and a couple of those are quite pricey (for App Store customers anyway) so they might eat further into your $10 than you're happy with.
Right now Labyrinth 2 is my favorite game so I would recommend that. It is a hefty price tag of 5 $ if your used to 99 cent games. BUT..... The game has just about anything you can ask for such as , my favorite feature, The ability to make levels, share them, and download other peoples levels. Its preety much unlimited replayability as long as people keep making levels. You just can't go wrong!
No OpenFeint but it does have it's own achievements, I think leaderboards may be planned for an update. They're looking at all possibilities.

You should try Red conquest a very nice RTS, you can read my review here. Sword of Fargoal is also another good game. If you like chess, chess elite has great online chess with push notifications and a large user base. Warfare Inc is at .99 cents which has TONS of content. Seed I hear is a nice rpg where you can play different classes at the same time. But my favorite game currently: red conquest.
, great, I already have Warfare Inc. since... last year =D, great game too! Seed looks great, but people keep complaining about the long loading time once you start up the game.
Creeps is fantastic. Seriously, if you are even remotely interested in TD games, this is the best. You'll be playing for weeks.
