Ok it got unlocked after i leveled up a target which i can't remember precisely to 40+, maybe it's a coincidence, but i think ceremony needs...
I have everyone's pop way above 30 as well, but still no ceremony invest. :mad: I think it's some kind of bug.
I have the same issue, my nobleman, noblewmn and rich heir are all 80+ but still i don't get ceremony investment.. does anybody know why?
