Agreed, the human eye maxes at 24 FPS. So anything above 25 is very smooth.

Tested on an iPod 4G with 6.1.2. and it is playable but with a frame rate hovering around 10 to 15 with light traffic option enabled.
Because the iPad4 can be considered new hardware. iPhone 4, 4S, and iPad2 are old hardware.
