Payback is a mini-version of a 3D GTA game (like GTA3). Car Jack Streets is a 2D GTA game like GTA 1 & 2, made by the guys that made GTA 1 & 2.
Perhaps it's the DS's demographic? Kids aren't going to be allowed to buy or play GTA for the most part.
