Unlocked means that you can use any sim card with it :) For example, when I had my unlocked iPhone, I used an 02 Pay & Go sim card from my old phone.
I suppose if you had an unlocked iPhone, then you could use a Pay & Go sim card in it. But yeah, the iPhone will operate fine without the sim card...
