Hmmm... I enjoyed Sonic 2 on the Genesis more than I did Sonic 1, so I'd say Sonic 2. And if you listen to crex, getting Sonic 4 would be advisable.
In my opinion, it surpasses it in almost every way imaginable.

You have to go into the options menu (the gear), and you'll find the option to do it.
