Yeah, he can. That's why I used him before.
I use Cammy and Yun occasionally. Sagat can't do rush-down thanks to his slow speed (can be slightly rectified by kara moves) and lack of cross-up.
Well, rush-down Sagat ain't workin' well. So ah'm now usin' Sagat as he's meant to be played. :(
