Are they requesting the scene's floor? If so, the scenes will unlock. For Imperial floors, they can be dropped off without their request.
You're right. More than 1 character can unlock certain scenes.
If Supply Officers are in Arrivals, they can be delivered, without using an elevator, by selecting the Imperial floor and clicking on Summon...
