If I remember correctly there were quite a bit in the cities and towns and a few in the outdoor levels in small huts, that could have changed though.

It applies to all skills that you start out with, not the ones that you gain while playing though
I like to use battle mage plus 2 skills plus 2 rings, normally works well :)
