I had the same immediately after completing the last event, however after relaunching the game my upgrades reappeared.
Have a look at the "my real racing" website and the forums there, they are pretty comprehensive and should have loads of helpfull info.
There are time trials... Tip, go real slow in the first one, cause you have to beat the time you set in another time trial later on.
I'm not 100% sure, but I think you can do them whenever, I'm just not sure if they still need to be done within the 7 days though.
