      You can swap them by going to your Inventory. And yes, they maintain their level-ups.

      It charges 1/3 of your bar (5 cells) every recharge. Edit: Apparently 4 cells.

      And practice mode WITH your own gear. Though I'm pretty sure ngmoco doesn't let you store data on your device because it'd be easy to cheat that way.
