As you face Julius' house's door, turn around, go one pace north, go 2 paces east, turn west and tap the lamp.
You need a key also: Strange Key. It's in a pile of skulls in same room top northeast where you found the Red Dragon key on a shelf.

Do you see a hungry green dragon on other side of the wall? That takes the BLUE Dragon Key which is gotten from getting the forcefields down.

But to get to me you have to do the Czech flag puzzle AND you need high lockpick. Martelius in the Magic School teaches high lockpick.
I'm in the mid northeast. You can get to me 2 ways, from the southgate with the GRAY Dragon key and from the north gate with the RED Dragon key.
