Nope, now, at least in theory, any character is able to counter after the first flash kick. This wasn't possible with some characters, like Guile.

Because of the delay on online matches. If you are mashing the SP button you probably will cut the combo with a counter.

Most of them use SP. And the ones that don't use SP use charge characters, which are easy to control without SP.
