I think you're referring to one of my posts, as far as I know it's only on older devices that you don't get the full-car damage stuff.
Except that the Vita version only costs 40$ (on amazon)... (and for some reason the PC version of the game is at least 10$ cheaper than the home...

As far as I can see (by checking all the sections of the menu/map screen) there's no multiplayer, just the autolog leaderboard stuff
