I had the same issue and I don't use cloud. I think it has something to do with perhaps a corrupt save when the app is closed out maybe?
The "motion" option is off by default and it is just for gyroscopic motion control options for the driving portions which it blocks out by default...
My biggest complaint would be the camera. It is never where you need it to be, behind the character, and it doesn't spring as fast as it needs to...
