You can only have one Zeppelin Harbour per Island...but you can then upgrade that Harbour 4 times (the last level is with either 10 or 15 gems...
Congrats on lvl 40....I also just reached that level last night. ;) You will need a lot of lumber for Island 4, so try and hold onto it, then use...
