The debuff shield skill is way better. Reflecting damage is nice and all but completely negating debuff spam with a timely shield is much more useful.
If the character animates when you select an item then you don't already own it. If you get no reaction then you own the item.

I tried grinding a bunch in the Tower of Deity to see if maybe the emblem stays behind as a random heist reward for one of the mobs... no dice :(
